What program is used to install/open the IE.INF file?

My OS is xp sp1 , I looked at my buddies pc and the IE.INF program icon has a gear in a goldish color and a notepad in the back of it. What is it and where could I find this?

This is just a guess,

but I'd say Internet Explorer created it.

It will probably with notepad.

Right click the ie.inf icon and then click install.
It's the information file for Internet Explorer.If you right click and select install internet explorer will repair any corrupt files and a "fresh" copy of IE will be installed.
