I was at my friend's house and on her IE browser (to the left of the minimize%26amp; ex button...%26amp; where mine says "Yahoo! Answers - - Windows Internet Explorer)
she customized it to say "Katherine Rules"
How did she do this?

The method using gpedit.msc won't work for you if you have Windows 98 or Windows XP Home.
But this will:
1. Open Notepad. Copy the text BETWEEN the dotted lines below and paste into Notepad.
.........................................
REGEDIT4
[HKEY_CURRENT_USER\Software\
Microsoft\Internet Explorer\Main]
"Window Title"="Text"
.........................................
2. The text that is between the brackets (from [HKEY... to ...\Main]) must be on a single line, so position the cursor in front of Microsoft and press BACKSPACE.
3. Change Text to whatever you want it to read
4. Save the file to your My Documents folder. Save it as "newtitle.reg" (Be sure to use the quotes to prevent Notepad from adding .txt to the end of the file name.)
5. Open My Documents and double-click on newtitle.reg. Click Yes on the first dialog box that comes up and OK on the second one.
6. Open Internet Explorer. (If it's already open, close it first.)
You should now see your personalized text in the title bar.
