How do I keep the IE top bar from moving up off the webpage once the mouse moves elsewhere on the pa

This all happened following the infamous blue screen of death and subsequent reboot. When I loaded IE, I found the toolbar only stayed in place if I had the mouse over it. No mouse, and the toolbar floated upward and in order to use it I'd have to move the mouse to the top of the screen. I checked the help file and I guess I overlooked something but I can't figure out how to revert to the top bar staying in place. Please help! Thank you!
